  • As a historically underserved and redlined community, Chollas View has long been neglected equitable access to resources and investments when it comes to street safety, infrastructure, complete streets, and tree canopies. According to the California Office of Environmental Health Hazard Assessment's (OEHHA) CalEnviroScreen 4.0 tool, the Chollas View neighborhood scores at the highest level when it comes to cumulative public health and environmental impacts, and is further categorized as a "disadvantaged community" under SB 535. The Chollas View Neighborhood Equity Project aims to address the health, pollution, and environmental impacts in the Southeast San Diego Community of Chollas View by improving the public right of way through a comprehensive streetscape and infrastructure enhancement project. Our initiative aims to increase tree canopies in Chollas View to reduce the heat island effect and improve health outcomes, produce safer street corridors through infrastructure and street improvements, and will reduce VMT within the project boundaries and surrounding areas by working with local transportation partners to increase clean mobility options.

  • UCP is a member of SANDAG’s Social Equity Working Group, a group of community based organizations and collaboratives that serve underserved and underrepresented communities. • SANDAG and the Urban Collaborative Project CDC are partnering to launch Southeastern Connect, a microtransit service in southeastern San Diego. The service will provide residents and visitors with accessible, affordable connections to key destinations in the Mount Hope, Chollas View, and Emerald Hills neighborhoods. This electric vehicle (EV) service will provide zero-emission rides for up to four passengers within the service area. Riders will be able to reserve the vehicles through a smartphone app or by calling our hotline.

The service will be operated by Via Transportation and funded by SANDAG, the City of San Diego, and the Clean Mobility Options Voucher program. Clean Mobility Options is part of California Climate Investments, a statewide initiative that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in underserved communities. It is also part of California Energy Commission’s Clean Transportation Program, which is investing more than $1 billion to accelerate the deployment of zero-emission transportation infrastructure and support in-state manufacturing and workforce training and development.

  • In order to increase walking for transportation, health, and recreation, we must first improve the walkability of our neighborhoods by addressing the existing built environment disparities. UCP has implemented a series of Walk Audits that bring community members together to walk around their neighborhood to advance safe, equitable, and accessible streets in Southeastern San Diego.
